54th Meeting of the Panel for the Efficacy Evaluation of Fungicides and Insecticides

The EPPO Panel for the Efficacy Evaluation of Fungicides and Insecticides considers all aspects of data requirements for efficacy evaluation of these products and promotes harmonization to facilitate communication and regulatory data exchange between authorities in different countries and between industry (applicants) and regulators. The 54th meeting of the EPPO Panel for the Efficacy Evaluation of Fungicides and Insecticides took place in Paris, at the EPPO Headquarters, on November 25th-27th, 2025. The meeting was opened by Ms Tikka (EPPO Director-General) and chaired by the EPPO Scientific Officer Mr Lucchesi and supported by Mr Martínez Pérez, ten Panel members from ten EPPO countries, two CropLife Europe representatives, one International Biocontrol Manufacturers' Association representative and one observer from the National Agricultural Research and Development Institute (Romania) to assist for the discussion on Tanymecus sp.

The Panel continued its work on preparing Specific Standards for conducting field trials to evaluate the efficacy of insecticides and fungicides. The Panel worked on the development of four new Specific Standards:

  • PP 1/NEW Popillia japonica in grapevine and maize
  • PP 1/NEW Gall mites in black currant, gooseberry and hazelnut.
  • PP 1/NEW Glomerella Leaf Spot and Apple Bitter Rot on apple
  • PP 1/NEW Tanymecus weevils in maize and sunflower

 

The Panel also worked on the revision of nine existing Specific Standards:

 

  • Revision of PP 1/015(3) Tetranychid mites in orchards
  • Revision of PP 1/133(2) Tetranychid mites in vineyards
  • Revision of PP 1/168(2) Tarsonemid mites on ornamentals
  • Revision of PP 1/192(2) Mites on strawberry
  • Revision of PP 1/267(1) Thrips in Allium crops
  • Revision of PP 1/006(3) Adoxophyes orana
  • Revision of PP 1/009(3) Delia radicum
  • Revision of PP 1/013(3) Ostrinia nubilalis
  • Revision of PP 1/005(3) Venturia inaequalis and V. pyrina

 

It is expected that these Standards will be sent for country consultation in the coming months.

 

In addition the plan for a new PP 1 Standard on Pentastiridius leporinus and the revision of PP 1/038(3) Monilinia laxa were also discussed during the meeting and will need further work by the Panel in 2026 before finalisation.

 

Panel members were also updated on the development of three General Standards of relevance for this Panel.

 

  • PP 1/NEW How to perform monitoring of the sensitivity of pests to PPP
  • PP 1/NEW Principles for conducting efficacy trials for PPP adjuvants in order to define their use
  • Revision of PP 1/152 Design and analysis of efficacy evaluation trials

 

The EPPO Strategic Framework 2026-2030 was presented by Ms Tikka and the future Panel work programme was also discussed. The Panel intends to propose the development of 11 new and revised Specific Standards to the Working Party in June 2026.

 

The Panel was updated regarding the progress made on the EPPO Database on Resistance Cases and the EPPO Database on PPP Data Extrapolation over the past year. The activities of the European Minor Uses Coordination Facility were also presented to the Panel.

 

The next Panel meeting is planned for 24-26 November 2026; the location is to be confirmed.
