Standards approved by EPPO Council in 2007-09


At its last session in September 2007, the EPPO Council approved the following draft standards. All of them are now in press and will appear in due course in the Bulletin OEPP / EPPO Bulletin, as well as on this website.

In addition, Council made a declaration on plants for renewable energy, and endorsed an information document on plant health and bioterrorism:


  EPPO Standards PM1 - General Phytosanitary Measures

Council approved the revision of EPPO Standard PM 1/2, as follows:

  • addition to the EPPO A1 List (pests absent from the EPPO region):
    - Puccinia hemerocallidis.
  • addition to the EPPO A2 List (pests locally present in the EPPO region):
    - Hesperophanes campestris,
    - Megaplatypus mutatus,
    - Fusarium foetens,
    - Blueberry scorch virus,
    - Tomato infectious chlorosis virus
  • transfer from A1 to A2 List:
    - Aculops fuschiae,
    - Anoplophora chinensis,
    Toxoptera citricida.


  EPPO Standards PM3 - Phytosanitary Procedures

The following standards on phytosanitary treatments are withdrawn
PM 3/4 (3) Hydrogen cyanide fumigation of woody plants to control Quadraspidiotus perniciosus
PM 3/17 (1) Fumigation of potatoes with 2-aminobutane to control fungal diseases


  EPPO Standards PM4 - Production of Healthy Plants for Planting

  • Production of pathogen-tested herbaceous ornamentals
  • Pathogen-tested material of Ribes (revision)
  • Pathogen-tested material of Populus and Salix
  • Pathogen-tested material of Sambucus


  EPPO Standards PM5 - Pest Risk Analysis


  EPPO Standards PM7 - Diagnostic protocols for regulated pests

  • Basic requirements for quality management in plant pest diagnosis laboratories
  • Insects: Margarodes spp., Rhynchophorus ferrugineus & R. palmarum
  • Bacteria: Xanthomonas oryzae
  • Fungi: Phoma tracheiphila, Tilletia indica, Verticillium alboatrum & V. dahliae
  • Phytoplasma:Grapevine flavescence dorée
  • Virus: Cucumber vein yellowing virus (Ipomovirus)


  EPPO Standards PP1 - Efficacy Evaluation of Plant Protection Products

General standards:

  • Effects on succeeding crops (revision PP 1/207)
  • Effects on adjacent crops (new)
  • Efficacy and crop safety extrapolations for minor uses (new)

Specific standards

  • Aphids on top fruit (based on revision PP1/21)
  • Delia radicum on oilseed rape (new)
  • Pleospora allii on pear (new)
  • Weeds in lupin and Vicia beans (revision PP1/53)
  • Weeds in forage legumes (revision PP1/76)
  • Weeds in Phaseolus and Pisum (revision PP1/91)
  • Weeds in cereals (revision PP1/93)
