40th Meeting of the Panel on CPM Affairs

The Panel on CPM Affairs met in Tel Aviv on 2008-09-01/04 at the invitation of the Plant Protection and Inspection Service of Israel. The panel prepared detailed recommendations on the following International Standards for Phytosanitary Measures (ISPMs), which are currently in country consultation:
- Regulating wood packaging material in international trade (revision of ISPM No. 15)
- Categorization of commodities according to their phytosanitary risk
- Fruit fly trapping (proposed annex 1 to ISPM No. 26)
- Glossary of phytosanitary terms (amendments to ISPM No. 5)
- Terminology of the Convention on Biological Diversity (CBD) in relation to the Glossary of phytosanitary terms (proposed supplement to ISPM No. 5)
- Structure and operation of post-entry quarantine facilities
- Pest-free potato micropropagative material and minitubers for international trade
As a result of this meeting, recommendations have been made and presented in templates (as requested by the IPPC Secretariat). These templates have been sent to the EPPO member countries which are invited to take them into account when preparing their individual replies to the IPPC Secretariat. Although the Panel proposed several substantial amendments and quite a number of technical amendments and additions, it agreed that if these amendments were duely considered, all draft ISPMs should proceed for adoption by the CPM. Regarding the draft ISPM on structure and operation of post-entry quarantine facilities additional work might be needed before it is ready for adoption by the CPM.
The European member of the Bureau of the CPM informed the Panel of the issues considered of current importance by the Bureau. The Panel discussed the outcome of the open-ended working group on international recognition of pest-free areas. The Panel agreed that it was first indispensable to increase the staff capacity of the IPPC Secretariat in order to facilitate further discussions on this issue.
